为了贯彻落实党中央、国务院脱贫攻坚战略的决策部署、《中共中央国务院关于打赢脱贫攻坚战三年行动的指导意见》以及《关于实施健康扶贫工程的指导意见》有关要求,国家卫生健康委近日联合发改委、财政部、医保局、国务院扶贫办联合印发《健康包養網扶贫三年攻坚行动实施方案》,并且陆续出台相应的配套措施。10月16号我们也在这儿向大家发布了《关于进一步加强农村贫困人口大病专项救治工作的通知》,今天在这儿向大家介绍近期我委办公厅和国务院扶贫办综合司联合印发的《贫困地区健康促进三年攻坚行动方案》,以及各地卫生健康部门积极推进贫困地区健康促进工作的有关情况。我向大家介绍在发布台就坐的嘉宾,他们是:河南省卫生计生委党组书记、主任阚全程;四川省卫生健康委党组书记沈骥;云南省卫生健康委副主任郉亚伟,一会儿三位领导会向大家来介绍他们在当地如何组织推动贫困地区的健康促进和健康教育工作。

下面我先向大家介绍一下《贫困地区健康促进三年攻坚行动方案》,这个文件在国家卫生健康委的网站上可以查到,是我委办公厅和国务院扶贫办综合司联合印发的。因为方案已经在网上公开,我也不想占用大家太多的时间,想通过我的情况介绍为今天的发布会开一个头,让大家对国家在全国面上的贫困地区健康促进的部署有一个比较全面的了解,然后我们再看地方的典型经验。

《方案》要求,本着分类指导、分众施策、分级负责的原则,在贫困地区进一步强化健康教育和健康促进工作,倡导科学的健康理念,普及健康生活方式,提高群众健康素养和健康水平。《方案》提出健康教育进乡村、进家庭、进学校、健康包養教育阵地建设、基层健康教育骨干培养等五大行动,并有具体内容要求。到2020年,我们的目标是实现贫困地区居民健康教育全覆盖,省、地市、县各级建成健康教育骨干队伍并实现培训全覆盖。健康教育的服务对象是贫困地区的群众,对于贫困地区群众的健康教育要全覆盖。谁来培训?从事培训的主体是基层的健康教育骨干,我们要把健康教育骨干队伍建成,任务非常艰巨,目前很多地方并没有成系统的健康教育队伍,所以我们要建成并且做到培训全覆盖。以县区为单位50%的中小学校达到健康促进学校标准。健康促进学校标准是国家标准,在我们网站上都可以查到,健康促进学校现在在全国面上在推,要做好健康脱贫三年攻坚的行动,发挥我们集中力量办大事的制度优势,要填平洼地,要把贫困地区的中小学校的健康促进学校建设达到一个比较高的标准,任务是非常艰巨的,形势还是比较严峻。我们的目标是在各贫困县区(贫困人口所在县区)居民健康素养水平达到本省份2020年目标水平或较2018年提高60%。全国的居民健康素养水平2020年达到20%的水平,现在是14.18%,到2030年达到30%,对于贫困地区要求达到本省2020目标。在本省不掉队,或者比2018年提高60%。这也是结合贫困地区的现实情况制定的。

《方案》强调,贫困地区健康促进三年攻坚行动由国家卫生健康委和国务院扶贫办统筹,各省级卫生健康和扶贫部门负总责,各市(地)县具体落实,加强部门协同配合,整合系统资源,动员社会力量参与,抓好各项任务落实。鼓励各地积极探索创新健康促进新方式,提高工作实效。做好信息发布和政策解读,及时总结提炼适合贫困地区的健康促进做法和经验积极宣传推广。

新闻媒体的朋友们大家上午好,首先我代表河南省卫生计生委向长期以来关心支持和关注河南卫生健康事业发展的新闻媒体的朋友们表示衷心地感谢。

没有全民健康,就没有全面小康。河南省于2014年起发起“健康中原行·大医献爱心”大型公益活动,被中宣部评为“全国文化科技卫生‘三下乡’先进集体”。今年,省卫生计生委联合省扶贫办、省文明办开展“健康中原行·大医献爱心”健康扶贫志愿服务专项行动,组织科普专家与医疗专家到贫困县,走基层、到困难地区、到千家万户,普及科普知识,实施健康扶贫志愿服务。我们通过健康中原行·大医献爱心的活动,助力脱贫攻坚。

一、具体做法

“健康中原行·大医献爱心”健康扶贫志愿服务专项行动采取“省级示范、市县跟进”的模式。省级示范活动每月走进一到三个县,今年已开展13场,义诊3.76万人,举办健康科普讲座222场、直接受益群众4.包養81万人,年内全省乡村全覆盖。

活动内容主要包括“十个一”服务:一是建立一支队伍,即健康扶贫志愿服务队伍。省级成立健康科普志愿服务总队、医疗志愿服务总队,市、县和医疗卫生单位建立志愿服务团队,目前已有服务团队251支、志愿者1140人。二是开展一次讲座,即覆盖县乡的科普讲座。邀请胡大一等国内知名专家组成健康讲师团,分赴乡村巡回示范讲座,“面对面”向群众宣讲防病治病知识和健康生活方式。三是研发一套课件,围绕中国居民健康素养66条,组织编制《健康生活方式》《慢性病防治》《传染病防治》《心理健康》《伤害预防与救治》5个标准课件。四是举办一批培训,即乡村医生科普技能培训。活动共培训4700名乡村医生。五是唱响一台大戏,即健康文化大戏。新编豫剧《新唱银环与拴保》、戏曲小品《乡村医生》等节目,以群众喜闻乐见的形式说健康、唱健康,每次都吸引千余名群众自发观看。六是组织一次义诊,即送到群众家门口的专家义诊。专家志愿者下乡入村送医、送药、送健康,对行动不便的患病群众上门服务,把健康知识送到每个贫困家庭。七是实施一对一帮扶。即上级医院对基层医院实行“等额对调”医疗业务帮扶。35所三级医院与53所贫困县县医院人员对调、学科对接、驻点帮扶,目前下派医务人员397人;县医院与乡镇卫生院对调636人。八是做好一场直播。示范健康教包養網育活动进行全媒体直包養播,有30万人在线收看参与互动。九是建立一个平台,即健康教育信息发布平台,形成省级专家走进媒体、权威发布健康信息的工作平台。十是形成一种机制,即政府重视、行业引导、全民参与的健康促进机制。全省各地广泛开展“健康中原行·大医献爱心”健康扶贫志愿服务专项行动,形成了一个健康促进助力脱贫攻坚的良好局面。

二、主要成效

活动措施的落实和实施,取得一些成效。主要表现在以下几个方面:一是广大群众特别是困难群众的健康素养得到了明显提高。二是健康教育能力日益提高。健康教育队伍特别是省级专家到市、县进行培训,有效提高了乡村健康教育培训能力。三是健康教育队伍不断完善。形成了一支能下乡、会下乡、愿下乡的健康科普骨干队伍。四是提升了基层医疗机构的服务能力。特别是我们专家下基层,通过一对一的帮扶,提升基层对常见病、多发病的能力,惠及了广大患者。五是行业形象得到提升,通过这些活动接近困难群众,送健康、送温暖,让群众感到我们党的关怀。

很高兴今天上午有机会能和各位媒体朋友就四川贫困地区的健康促进工作进行一个简单的交流,借此机会首先感谢各位媒体朋友在过去十多年,特别是从5.12地震以来对四川卫生健康事业的关心帮助和支持,也包括精准扶贫三年来,给我们很多直接的或者间接的宣传报道和评估推动。四川脱贫攻坚的任务十分艰巨,特别对我们卫生健康行业来说,因病致贫、因病返贫的群众数量还是相当大。而且有一个特点,大多数是深山老林,民族贫困地区,他们的受教育程度和知识背景还特别的欠缺和落后,包括生活习惯、卫生习惯还亟待加强。

沈骥:

首先,给大家分享一个故事。今年2月,习近平总书记到凉山,一位彝族村民告诉总书记,以前她生病了,以为是有鬼附身,后来村干部告诉她,“鬼”就是那些不讲卫生滋生的病菌,只要改变生活习惯,搞好卫生,就会少生病。听了村民的讲述,总书记说,过去的确是有“鬼”的,愚昧、落后、贫穷就是“鬼”。这些问题解决了,有文化、讲卫生,过上好日子,“鬼”就自然被驱走了。

“一定要驱走愚昧落后贫穷这些‘鬼’”。四川牢记总书记嘱托,聚焦贫困地区全面开展健康促进工作,引导群众破除迷信,养成讲卫生好习惯,防止“病根”变“穷根”,贫困地区群众的健康意识明显增强。2013年到2017年,甘孜、阿坝、凉山三州和全省贫困地区,基层群众接受健康教育和主动寻医问药的人次数大幅增加,全省“因病致贫返贫”人口从2015年底的184万下降至2017年底的75万,下降了59%,健康扶贫取得阶段性重大成效。

我们的做法主要有以下三点:

一是依托各级党委政府,实行分级负责,健康促进全覆盖

省级负总责,联合省委宣传部等九部门出台《四川省全民健康素养促进行动规划》作为总纲,绘好蓝图;配套出台《进一步强化贫困地区群众健康生活方式养成的通知》,压实责任。

市县抓落实,针对贫困地区疾病谱和群众健康需求,开展健康教育。广元市苍溪县制定了《健康家庭和健康村创建工作实施方案》,将创建任务分解到乡镇和各单位,纳入年度目标考核。

县级重创建,以健康促进县区、卫生县城创建为抓手,推进贫困地区健康促进工作。凉山州会东县去年启动健康促进县创建,政府主导、部门协作、全员参与,将健康促进纳入村规民约,发挥村民自律作用,贫困群众健康素养水平显著提高。

二是根据疾病流行特点,坚持分类指导,健康教育有的放矢

培养各类健康教育人员,夯实基层网底。制定贫困地区健康教育人才培养计划,分期分批、有针对性的为三州培养健康教育人员。今年1月,我们选派了1934名医疗卫生人员,赴88个贫困县“传帮带”;今年6月,我委再次选派703名优秀干部,赴凉山11个深贫县综合帮扶。

针对不同疾病防治需求,开展健康教育。大力培养贫困人群讲卫生、爱清洁的习惯,开展“五勤洗”、“五不做”健康教育。在凉山彝区,普及艾滋病预防知识,推广安全套。在甘孜阿坝藏区,普及包虫病防治知识。针对这两种疾病,我们开展大批的,比如将不同健康知识,印制成汉、藏、彝三语下发。

组织各类健康教育活动,增进群众接受度。在45个深贫县,开展“健康红旗能手”和“卫生家庭”评比。连续三年,在藏区开展“点亮一盏灯、照亮一家人”健康知识上高原活动。依托本土明星,创作李伯清话健康栏目,用原汁原味的四川话,幽默诙谐的散打评书,讲解健康知识,贫困群众听得到、听得懂、听得进。

三是针对不同人群需求,注重分众施策,让贫困群众做自己健康的主人

第一,抓好学生这个重点。开展“小手牵大手”活动,由学生影响家庭,带动全家养成健康习惯。在甘孜州中小学校园开展包虫病防治课间操,让学生在运动中牢记健康知识;在凉山州开展“健康中国 健康成长”主题活动,从学生抓起,远离艾滋,健康成长。

第二,抓住寺庙这个关键。大量的僧侣健康习惯和卫生知识相对落后,我们持续的送健康进寺庙,普及宣传教育。

第三,抓牢广大贫困人群这个核心。比如我们开展贫困群众健康知识“五进五讲”行动,依托党委政府开设的农民夜校,普及健康知识,让贫困群众成为健康明白人和健康的主人。

四川在贫困地区健康促进工作方面作出了一些探索,但离全面打赢脱贫攻坚战还存在一定差距。特别是彝区藏区“一步跨千年”,针对广大基层群众,少数民族的群众,健康教育还任重道远,特别是卫生习惯的养成绝不是一朝一夕,四川的同志有包養網坚定必胜的信心,破釜沉舟的勇气,在卫生健康防病治病的同时,聚焦愚昧落后,把贫困地区的健康促进作为一个重点工作,不断引向深入,引向持久。谢谢大家。

大家好!下面我向大家简要介绍云南省贫困地区开展健康促进工作的情况。

和其他兄弟省区市相比,云南省贫困面大、贫困程度深,脱贫攻坚任务艰巨。全省共有88个贫困县,其中27个为深度贫困县。目前仍有因病致贫返贫20.5万户、79.3万人,因病致贫返贫率23.88%,是主要致贫原因之一。

为着力打好健康扶贫攻坚战,云南省出台了《云南省健康扶贫30条措施》,从确保建档立卡贫困人口“看得起病、方便看病、看得好病、尽量少生病”4个方面精准发力,对症下药,实施医疗救助、大病专项救治、农村贫困人口家庭医生签约服务、健康扶贫疾病预防控制和重点疾病分病种防控,以及县乡村医疗机构标准化建设和在定点医疗机包養构全面实施“先诊疗后付费”等措施。在此基础上,还广泛开展健康促进与健康教育活动。

一是聚焦深度贫困地区,用心开展健康促包養網进。云南卫健委分别与迪庆州、怒江州联合出台了建立共同推进机制坚决打赢健康扶贫攻坚战的意见,并根据当地居民健康素养水平及其影响因素,有针对性地制定居民健康素养提升实施方案,通过健康教育与健康促进干预,普及健康的生活方式和行为。

二是聚焦少数民族同胞,精心做好健康促进工作。在高黎贡山国家级自然保护区和“三江并流”世界自然遗产的核心区,有一个乡是我省最后通公路的乡镇,那里居住着我国人口最少的少数民族之一——独龙族。为了更有效提升当地少数民族同胞的健康素养水平,我省专门组织开展独龙族健康传播专项行动,重点开展慢性病防控、吸烟危害、饮酒危害及促进健康生活方式等专项活动。特别是针对独龙族群众只有语言,没有文字的特点,在我们省里专门组建宣讲工作队的同时,专门设计科普知识培训材料,有针对性培训当地会独龙族语言的乡村医生、村干部及志愿者,通过他们分别到农户家中口口相传相关健康知识。

三是聚焦健康促进县区建设,潜心实施健康促进。比如昆明市东川区将开展贫困人口健康促进作为创建全国健康促进区的重要举措之一。先后为29063户贫困家庭制作发放了健康促进知识读本,在贫困家庭张贴健康素养66条宣传画,发放健康知识明白卡;组建健康教育宣讲团队深入贫困村组开展“贫困人口健康教育面对面”专题讲座20余场次;在有条件的村打造“健康文化”示范小广场,设置健康步道、健康文化长廊,宣传健康生活方式,提高贫困人口健康素养和自我健康管理能力。

谢谢这位媒体朋友。截止到去年底,整体上有五个指标反映过去三年多四川在健康扶贫方面所取得的整体成效。第一,四川贫困地区所有贫困人群每个人的健康档案建档率提高到98%以上,几乎是全覆盖。第二,贫困人群的医保参保率和各种医疗救治扶植的支持率实现百分之百。第三,县域内贫困患者住院个人支付已经连续三年持续降低在10%以内。特别是深度贫困地区连续三年都是5%以内。第四,贫困地区特别是45个深度贫困地区,连续三年孕产妇死亡率和婴幼儿死亡率持续下降,而我们人均期望寿命明显增加,而且这个寿命和内地的差距和成都地区、绵阳地区的差距在不断缩小。最后,这些人群当中因病致贫、因病返贫,从我们三年前的184万人已经降到去年底的75万。四川的主要抓手叫“5432”整体策略。

“5”是我们在三年半以前接近四年前针对我们人群的状况开展了五大健康扶贫行动。第一大就是我们的医疗救助扶持行动,凡是有病的人要建卡,要有特别的资助和医保。第二是公共卫生保障行动,主包養要针对没有病的人群,应该有健康知识的宣传,预防中的接种强化,让他们少得病。第三是贫困地区医疗能力提升行动,主要是我们县乡村三级医疗机构标准化建设,逐渐达到国家要求,服务能力提高。第四是在我们贫困地区想解决的一个大问题是没有医生或者没有好医生,我们搞了卫生人才培植行动,用几个措施来使他们人群的数量增加,能力提高包養網。最后是四川一个特殊的也是我们深度贫困地区,我认为也是贫困的一个拦路虎,脱贫的拦路虎,就是超生问题。

我们针对20多个凉山地区比较严重处在超生的地方开展了生育秩序整治行动,整顿穷更生,生更穷的恶性循环希望能打破。在去年全国聚焦深度贫困,我们四川研究了45个县他们更有问题,启动了四个工程,第一个工程是针对45个县的医疗机构建设的填平补齐工程,在标准化建设、能力建设上加强。第二是对45个县更缺医少药,更缺医生,我们搞人才振兴行动,怎么样招录、培训、提升。第三是优质资源下基层传帮带,过去到我们对口资源的人下去帮看病、帮防病,这次聚焦45个县,每个人下去要师带徒,一带二,一带三,通过一年年把基层队伍带起来。最后是基层医务人员履职尽责考核推动工程,要促进它内生动力,基层医务人员要行动。这是“4”。

“3”是长期开展的,大病集中救治一批,慢病签约管理一批,重病兜底保障一批。最后是四川的一个“川菜”,贫困道路上两个疾病对四川深度贫困地区影响特别重,在凉山主要是艾滋病,在甘孜阿坝主要是草原的包虫病。针对这两个病我们开展了艾滋病攻坚行动和包虫病防治的推进行动。

走近红色水利遗产,拓展思政教学空间

冬日,北方的天气愈发寒冷,千里外的海南三亚崖州却温暖如夏。太阳将自带金光的暖意洒向稻田,绿油油的水稻“你追我赶”地向上生长,好不惬意!守护着这片前不久刚插完秧的稻田,中国农业科学院作物科学研究所研究员郑晓明和他的团队,正努力筛选发掘具有高产、优质、抗病等性状的可利用优异种质资源。

如候鸟一般,每年秋冬时节,一批批像郑晓明一样的农业科研工作者从全国各地来到三亚,奔赴我国重要的农作物种子繁育“大本营”——国家南繁科研育种基地。是什么让这群“候鸟”年复一年乐此不疲地从北向南“迁徙”、日复一日甘之如饴地挥洒汗水?当“候鸟”们张开攥紧的手,答案呈现在眼前:是那一粒粒掂在手里很轻、实则重若千钧的中国种子!

种子,是农业的“芯片”。习近平总书记强调,只有用自己的手攥紧中国种子,才能端稳中国饭碗,才能实现粮食安全。2021年我国实施种业振兴行动以来,种质资源保护利用、创新攻关、企业扶优、基地提升、市场净化五项行动全包養面推进,取得一批标志性成果和阶段性进展。去年底召包養網开的中央经济工作会议强调,今年要“以科技创新引领现代化产业体系建设”包養網“毫不放松抓好粮食等重要农产品稳定包養安全供给”“强化科技和改革双轮驱动”。具体到种业上,如何落实这些要求?去年底召开的中央农村工作会议提出,支持农业科技创新平台建设,加快推进种业振兴行动。当前,我国种业振兴行动取得了哪些成效?如何为更多良种装上“中国芯”?记者进行了深入采访。

1.种质资源保护加强 打好种业翻身仗的第一仗

来到位于三亚的国家野生稻种质资源圃,除了栽种在一个个圆形“水盆”里的稻子因水盆排列整齐看上去工整外,记者目之所及的稻子,更像一簇簇杂草,长势茂盛且毫无章法。如果不是田间一个个印有药用野生稻、澳洲野生稻等字样的立牌提示,很难想象这就是大名鼎鼎的野生稻——20包養世纪70年代,袁隆平院士的助手在三亚南红农场发现一株野生稻,从而掀开杂交水稻的新篇章。

“别看这些水稻外形和杂草相似,它们的‘身价’可不一般。野生稻是水稻遗传育种的重要基因源,是保障国家粮食安全的战略性资源,被称为水稻中的‘大熊猫’。”郑晓明告诉记者,这个国家野生稻种质资源圃是全球最大的野生稻种质资源保存中心,保存能力达4万份。目包養網前,已有21种野生稻1.3万份种质资源在这里“安家”。

记者在采访中了解到,农作物种质的概念比种子更为丰富,包括根、茎、可繁殖的芽等,是未来可对个体进行繁殖的基本载体。不同于国家野生稻种质资源圃里肆意生长的野生稻,在位于北京的中国农业科学院,一些农作物的种子正在零下18度的低温库里“冬眠”,一些作物组织在零下196度的超低温库里“深度休眠”,如有需要,它们随时可被“唤醒”。这些种质资源的“住所”,就是全球单体量最大、保存能力最强的国家级种质库——国家农作物种质资源库,可保存资源150万份,是农作物育种的不竭源泉。

农业种质资源是国家战略性资源,事包養網关种业振兴全局。没有种质资源作基础,再先进的育种技术和保障条件,也不能凭空育出新的品种。因此,做好农业种质资源普查和保护是打好种业翻身仗的第一仗。2021年3月,我国启动新中国历史上规模最大的农业种质资源普查,加快摸清资源家底、实施抢救性收集保护、发掘一批优异新资源。

在无数农业科研人员和专业包養技术人才的努力下,我国农业种质资源普查保护不断加强。农业农村部发布的数据显示,历时三年的全国农业种质资源普查即将收官,新收集农作物资源13.9万份、畜禽资源27万份、包養網水产资源12万份,新发现帕米尔牦牛等畜禽品种资源34个,抢救性保护樟木牛等一批濒危珍稀资源,初步摸清了资源家底。国家农包養網作物、海洋渔业种质资源新库建成运行,畜禽种质资源库加快建设,可满足今包養后50年资源战略保存需要。国家包養级种质资源库(圃、场)达318个,159个国家级畜禽保护品种活体保护实现全覆盖。

2.产学研齐发力 一些重大品种取得突破

“2023年测产,包養網俺们村支部领办的合作社大豆亩产达到270公斤,比往年提高了50公斤,带动农户亩均增收330元。”山东省嘉祥县纸坊镇檀佛山村党支部书记高战友告诉记者,合作社主要种植“齐黄34”和“圣豆5号”,还承担着繁种任务。去年10月中旬收获时,每斤豆种的价格比商品豆高0.5元。“这个品包養網种一亩地能多挣270元,是名副其实的‘金豆’。”高战友说。

“好种多打粮”“种地不选种,累死落个空”“千算万算,不如良种合算”……一句句朴素直白的农包養網谚,道出小小种子沉甸甸的分量。14多亿人的饭碗,依赖有限耕地上的产出,良种的重要性不言而喻。为了培育更多良种,无数育种工作者在田垄间挥汗如雨,在实验室埋头苦干。
